Don't forget about MangaGamer, which still releases games from some big names on a pretty consistent basis. Also, Fakku has started to take time out from DMCAing their competition, to get in on the VN localization game themselves. Titles that used to be ripe for the picking are now very attractive to companies like that. I used to be interested in doing Orcsoft games, but now multiple companies are translating them, apparently including Orcsoft themselves (or, at least, some company they've contracted). I wouldn't be shocked if Pin-Point or Bishop were next.

And then there are the translation services from the likes of DLsite and DMM. Any company, no matter how small, can potentially have those people do the localization for them. It seems like Japanese companies are starting to realize that there's a Western market for their games, so there's no telling what may or may not get translated. Even if a localizer is lazy or uses machine translation, I don't think most people would even care unless it was noticeably bad. Sure, you could do a fan version to fix it up, but most people are going to gravitate towards the official translation just because it's official.
