How about Orcsoft? I don't see many of their items getting localized, the art is high quality, and they're well-rated on VNDB and don't seem too samey (looking at you, Bishop). For instance, I'd toss a vote to "Jashin Shoukan -Inran Kyonyuu Oyako Ikenie Gishiki-".

The thing is, they are getting localized now. Virtually all of Fakku's catalogue so far consists of Orcsoft games. There have also been one or two other companies in the mix. There are a few games that I had been interested in doing, but I would be fairly surprised if they weren't picked up at some point.
