Who do you think is the weakest Lilith villain? (I don't weak in terms of strength for the record and likability doesn't have to be a factor.)

From the games I've played, probably Tendou. There's not much to him as a character at all. His backstory might have made him more interesting, except that it was shoved in rather awkwardly at the end, way too late and inconsequentially to matter.
