Would you say Edwin Black is the best Lilith villain out of all the games you've played?

That depends. Not in most of them. His value lies in the buildup. They wave him in front of you to tantalize you, and to reinforce the fact that he's unbelievably dangerous. If the Taimanin are superhumans who take on horrific monsters without batting an eyelid, then it says a lot when they're shown to be very afraid of him, and unable to even scratch him under normal circumstances. By giving us these little glimpses, they build him up as a threat and a mysterious figure, so when he finally takes a proactive villain role in TA3, you know some serious shit is going down.

That said, if you strip all that context away and focus solely on his character, there's not much to him at times. In most games he's just there in the background somewhere, out of sight. If judging by cool factor alone, he's probably the best, but if judging by personality, then he's competing with characters like Oboro and Ingrid, who get a lot more development and screen time.
