What is more important in a visual novel, the story or the h-scenes?

Story is usually what distinguishes games from each other. Scenes on their own can start to all feel the same. Even if you look at TA1 (which has a very thin and basic plot), the best moment in the game is not any of the scenes, but the reveal that Sakura has been Oboro's chair all along. In Bible Black, you might get a lot of fetishistic content, but the best part of it is the way that you can experiment with being good or evil, and switch midway through. Compare that with Discipline, which may have very similar kinds of content, but has an absolutely shit story, and is therefore incredibly boring to play.
