Would you replace the saying with "where there is smoke, there is fire" to maintain the fire saying? Would you transliterate it, or remove the saying entirely?

That depends on how I'm approaching the entire project. In a more liberal translation or localization style, I would be more likely to immediately rewrite it as something like "Where there's smoke, etc. etc." Otherwise, I would be more inclined to stick as closely to the actual words of the sentence as possible, and then evaluate how it sounds and whether it communicates the information without further explanation.

Also, this is getting into "asking me for translations" territory, which is a banned question type for a reason.
